As usual, viewzone gave me a writing assignment about something of which I knew very little -- this time it was something called the electromagnetic pulse, or "EMP" weapon. As usual, what I learned from my research scared the hell out of me. When I first sat down to write this story, America had no real enemy capable of using an EMP weapon. That's a good thing because, as you will learn, this is far more dangerous and potentially more lethal than a nuclear bomb. But now, as I am forced to re-write this article for publication, our old nemesis -- Russia -- has emerged as a potential foe. Not only do the Russians have EMP weapons but the likelihood of their use, especially if the geo-political tensions continue, is almost certain. First, let me emphasize this: Unlike nuclear bombs that can destroy a large city like New York or Chicago, an EMP weapon is so powerful that just one -- detonated over the central USA -- could knock out the entire country. That's right -- just one!
EMP -- the worst weapon you will ever survive. When I was a teenager I was a ham radio operator. I listened to my short wave radio for hours just about every day. I remember one summer in 1962 when I thought my receiver was broken; I even bought new tubes for it. On every band, on every frequency, there was a loud and annoying hiss that lasted for a couple of days. Communication was impossible.
No one spoke about it on the news, nothing was written -- it was "top secret" at the time -- but I later learned that it was the result of an atmospheric nuclear explosion. The 1.4 megaton detonation, called "Operation Starfish Prime" [right] occurred 250 miles above Johnston Island in the Pacific. Not only did the explosion shut down short wave radio communications in America, but it also overloaded and blew out over 300 streetlights in Oahu, Hawaii -- some 740 miles away! Scientists learned that nuclear explosions, in addition to the blast, heat and deadly gamma radiation, also produce a strong electromagnetic pulse that is capable of passing thousands of volts of electrical energy to just about anything that conducts electricity. The pulse is generated by the interaction of gamma rays, released by a nuclear explosion, with the atmosphere and the Earth. Called the "Compton effect", the resulting pulse is like a radio signal and any metallic object acts like a receiving antenna. Whereas a radio signal might produce a thousandth of a volt or less in a receiving antenna, an EMP pulse produces thousands of volts. Antennae, pipelines, underground gas and water pipes, metal fences, iron railroad tracks, power lines, telephone wires, electric cables -- all suddenly act like antennae and become the recipient of huge currents, starting fires, explosions and frying all forms of circuitry beyond repair. Because our bodies do not conduct this current, the EMP does not directly harm humans or other living organisms. But, as you will see, that's not necessarily good news.
Back to the stone age
Look around you. Right now you are using a computer. You probably also depend on a cellphone and, most likely, you have a car to get you from home to work or to the market. Most vulnerable to this high current of EMP are transistors, those small devices that are inside computer chips, radios, cellphones, ATM machines, automotive ingnition systems, calculators, clocks and just about everything that requires batteries. All of these would be useless after an EMP and repairing them would not be an option. They would all have to be replaced. An EMP lasts just 1 nano-second! It radiates at 50 kv/m at the speed of light. At such a high altitude, it could happen in the blink of an eye and might not be immediately associated with any type of explosion or blast. Imagine surviving an EMP only to find you cannot call your family to see if they are safe, cannot get cash from your ATM or bank (since they cannot access your records), cannot buy food at a supermarket (no scanners) or even drive your car (ignition destroyed). Everything relying on modern electrical technology will be useless. When you finally walk to your home, city water will not be pumped, lights will not come on, sewage treatment will be off-line, heat and air conditioning will be gone and the production, harvesting and transport of food will have come to a grinding halt. What's even worst is that the lack of radio and television news will keep most people from understanding what has happened or how to respond. Confusion and eventually anarchy would reign. This is the reality of an EMP weapon.

It is possible to shield electronic equipment from EMP radiation, but it is extremely difficult. The protected components must be completely enclosed in a copper shield. Even a small hole will allow the radiation to enter and any wires extending outside the shield will defeat the protection. For all practical purposes, this is not possible. Air Force One, the President's jet, and certain other strategic aircraft have been equipped with special shields to reduce the effects of the radiation. Oddly, old radio equipment using vacuum tubes are less likely to be hurt by the radiation than transistor circuitry and many existing Russian aircraft still maintain these old systems for this reason.

Just one is enough
This threat is not imaginary. The House Armed Services Committee issued its warning to Congress on July 10, 2008 citing the fact that the Russians have already tested small yield EMP weapons of 300 kilotons at altitudes of 60, 150 and 300 kilometers and produced the effects described above at distances up to 600 kilometers from the test site. An actual weapon would be many times stronger.

The scientists describe three possible EMP effects, depending on the height of the detonation. Because the gamma rays travel in a line of sight path, the most dramatic effect comes from a high altitude blast. Here, the gamma rays can travel further and the Earth's magnetic field deflects the pulse back to the surface. Such an attack could easily be launched from a submarine, just off the coast, and need not be accurate. The altitude and coordinates of detonation can vary widely and the effects will be just as lethal to the electronics. If several are launched, the chances of one reaching its optimum height is almost guaranteed. Once the EMP has been discharged, the circuitry of subsequent missile eletronics will be useless, leaving us vulnerable to more attacks. The House Armed Services Committee confirmed that these weapons do not need to be accurately targeted to destroy our infrastructure. A medium size nuke, detonated from between 150 and 500 miles anywhere over Kansas, would be enough to destroy a hundred years of technological development. By comparison, the space shuttle and space station orbit about 110 to 150 miles above Earth, well below the optimal detonation of a potential EMP weapon. An orbiting nuke could possibly already be poised, waiting to be used in a future conflict. If such a weapon is already up there, it is completely beyond our current capability to destroy it. Once it is detonated, our remaining electronic defense systems would be relatively useless. Checkmate.
But wait -- there's more! Recently, scientists have developed a way to produce an EMP weapon without fissionable material. These non-nuclear devices are smaller than nuclear fueled pulse generators but their effect can be just as effective over a limited geographic area.
In the apparatus above, power is supplied by a bank of capacitors. These capacitors are similar to the system used to power a strobe flash. The ingition first charges the large coil, producing a magnetic field. Then an explosive charge begins at one end of the coil, shorting the coil by compressing it against the metallic shield. The effect changes the inductance of the coil, essentially shortening the field as the explosion advances down the tube. The resulting electromagnetic pulse has a wide spectrum of wavelengths, capable of energizing metallic objects of varied lengths, from hundreds of feet to a few inches. All of the artificial "antennae" then become charged with enormous electrical currents which burn and render their components useless.This type of non-nuclear apparatus is almost impossible to detect but is limited in scope and power by the size of the charging capacitors.

Some smaller devices could easily be made by terrorists. In fact, a simple search of the internet yields plans and secifications for constructing small EMP devices from readily available components such as the megatrons from industrial microwave ovens, rated at 800 to 1200 watts, and several automotive batteries. These devices are said to be able, with the addition of a parabolic reflector, to disable the electronics of a modern car or truck within 200 meters.
Commercially sold shock wave generators [right] are capable of producing focused acoustic or electromagnetic energy that can break up objects such as kidney stones and other similar materials. EMP generators can produce pulses of electromagnetic energy that can destroy the sensitive electronics in computers and microprocessors. Destabilized LCR circuits can produce multi megawatt pulses by using an explosive wire disruptive switch to achieve an effect similar to larger EMP devices. The point here is not to make you go out and build an EMP weapon. It is to make you aware that the technology is very real and that we are currently extremely vulnerable to the effects of this type of weapon. Nations, like the US and Russia, have already developed these weapons on a scale capable of devastating our modern, technological dependent civilization. Should you be paranoid? Well, I know some people who have stopped putting their money in banks and have started storing food and water. Collecting books on farming and gardening is another good idea. Some are even exercising more, getting ready for long walks along deserted highways and roads. What will you do?
In the wake of the violence in Pittsburgh earlier today, the pro-Obama liberal blogs are blaming those of us who support the Second Amendment for the murder of three police officers.
David Neiwert, of Crooks and Liars, has grabbed a hold of comments made by Edward Perkovic, described as alleged shooter Richard Poplawski’s best friend. Perkovic said Poplawski feared “the Obama gun ban that’s on the way” and “didn’t like our rights being infringed upon.” Neiwert basically placed the blame for the murders on Fox News host Glenn Beck and Wayne LaPierre, executive vice president of the NRA, because they are worried about the Second Amendment under the Obama administration.
In an interview by WPXI in Pittsburgh, Perkovic made comments about Poplawski’s fear the Obama administration will go after the Second Amendment.
“We’ve been reporting for awhile on the surge in gun sales, and how the paranoia around guns is making the more unstable elements of the right particularly edgy,” writes Neiwert. “Inevitably, that edginess is going to break out into actual violence — as it appears to have done today. ”
Neiwert may want to put aside the partisan zeal and think about his criticism of what he deems “the more unstable elements of the right.” He might want take a look at the facts.
Obama is indeed a gun-grabber and Americans in support of the Second Amendment have a right to fear his agenda.
As a junior senator from Illinois, Obama opposed a bill designed to assert a right of citizens to protect themselves against home invasions. He supported state and local constraint on the exercise of the Second Amendment. Obama endorsed a state ban on the sale and possession of handguns in Illinois. He supported the enforcement of gun licensing and a limit on gun purchases. He would ban semi-automatic weapons. (See Barack Obama on Gun Control. )
Obama’s attorney general, Eric Holder, is a veteran gun-grabber. In February, Holder pushed for the long dormant “assault weapon” ban (any weapon that is semi-automatic is considered an “assault weapon” by these folks). Holder shamelessly (and minus facts) blamed drug cartel violence in Mexico on the Second Amendment. “I would support banning the sale of ammunition for assault weapons and limiting the sale of ammunition for handguns,” Obama said in 2003.
In addition to slandering as mental cases those of us who support the Second Amendment, David Neiwert came out in support of MIAC, the state police outfit in Missouri that designated supporters of Ron Paul, Chuck Baldwin, and Bob Barr as militia terrorists and cop killers. In Stalinist fashion, Neiwert wants to go after those on the other side of the fake right-left paradigm.
“Ironically, this is exactly the kind of incident that law-enforcement intelligence-gathering is supposed to help prevent — intelligence like the Missouri State Patrol report so hysterically attacked by these same paranoid right-wingers,” Neiwert writes. “I tried to explain at the time that these kinds of extremists are in fact a very real danger to people in law enforcement, but all anyone on the right wanted to talk about was Ron Paul bumper stickers. Well, there you go. ”

Neiwert apparently has a short memory. It wasn’t that long ago similar operations by the FBI under COINTELPRO went after people like Neiwert on the so-called left side of the false right-left paradigm.
“Eddie Perkovic, for his part, clearly must share some of Poplawski’s views, as his profile revealed a fear of ‘Zionists’ and some kind of ethnic takeover of America. Among Perkovic’s recommended reads were ‘The Protocols of the Elders of Zion’ and The Turner Diaries,” writes the True Crime Report blog. “I can’t help but feel we’ll hear from more Richard Poplawskis in the years to come. There are changes happening in the world that they, to say the least, don’t like very much. After all, prior to 9/11/01, the worst modern act of terrorism committed on American soil was committed by Americans. And that American, Tim McVeigh, happened to have pages from The Turner Diaries with him when he was arrested. ”
The True Crime Report might want to look into the revelations of Jesse Trentadue, who discovered that the FBI planted informants in two McVeigh connected groups — a white supremacist paramilitary training compound at Elohim City and the Mid-West Bank Robbery Gang.
In fact, the FBI has long supported “right-wing hate groups” of the sort mentioned by the True Crime Report. “In the guise of a COINTELPRO against ‘white hate groups,’ the FBI subsidized, armed, directed and protected the Klu Klux Klan and other right-wing groups,” writes Brian Glick (COINTELPRO Revisited: Spying & Disruption). The “FBI actually gave covert aid to the Ku Klux Klan, Minutemen, Nazis, and other racist vigilantes. These groups received substantial funds, information, and protection-and suffered only token FBI harassment-so long as they directed their violence against COINTELPRO targets,” Glick writes in COINTELPRO in the 60s.
Edward Perkovic’s mention of The Turner Dairies, the writings of David Duke, and the long discredited Protocols of the Elders of Zion (see his MySpace page here) — and his reference to the “Zionist government” in the video linked above — are completely irrelevant to the fact the government is in the business of attacking the Second Amendment and incrementally establishing a police state through federalization of local law enforcement and the passage of numerous draconian federal and state laws.
It is still early and a clear picture of who exactly Richard Poplawski is and what he may or may not believe has not been established. He may hold beliefs ascribed to him by Perkovic. Either way, the Perkovic case — and the murder of police officers in Oakland, California, and the shootings at the American Civic Services Center in New York — will be used by the government to push for more stringent gun laws and the presence of more black-clad police on the streets.
In the meantime, we can expect the Obama libs to continue their demonization of those of us who not only value and support the Second Amendment – the very cornerstone of the Constitution and the Bill of Rights – but also those of us who realize government invariably plots against liberty and eventually enslaves the masses, as a glance at the last century reveals.
Liberals need to realize that Obama is merely a front man for a cartel of international bankers. His assignment is to grease the skids for the implementation of world government. Included in that agenda is the ongoing effort to outlaw and eventually confiscate all firearms and militarize police around the country.
It should be expected that the government will exploit the recent shootings in order further their propaganda and realize their master plan of an unarmed and helpless populace. It really is sad the liberals are helping them in this effort by offering themselves up as useful idiots.
The unemployed twenty-two year old man who killed three Pittsburgh police officers and wounded two others in a four-hour shootout on Saturday morning had been heavily influenced by extremist conspiracy theories prior to the incident.
According to the Pittsburgh Post-Gazette, Richard Poplawski was “convinced the nation was secretly controlled by a cabal that would eradicate freedom of speech, take away his guns and use the military to enslave the citizenry. … He appeared to share a belief that the government was controlled from unseen forces, that troops were being shipped home from the Mideast to police the citizenry here, and that Jews secretly ran the country. ”
Some of Poplawski’s beliefs are fairly commonplace among conservatives. For example, fears that the Obama administration intends to somehow ban gun ownership have recently become a staple on such relatively mainstream outlets as Glenn Beck’s program on Fox News.
However, many of his ideas appear to have come from more obscure sources. Poplawski’s best friend, Edward Perkovic, told the Post-Gazette, “He was really into politics and really into the First and Second amendment. … We recently discovered that 30 states had declared sovereignty. One of his concerns was why were these major events in America not being reported to the public. ”
Perkovic was apparently referring to the so-called “sovereign state movement,” promoted by the Tenth Amendment Center, which presents secession as a reasonable response to federal gun laws and the power of the Federal Reserve and has recently encouraged legislators in a number of states to introduce resolutions reaffirming states rights.
The Post-Gazette also mentions the conspiracy theory website PrisonPlanet, run by radio talk show host Alex Jones, as a source for some of Poplawski’s more off-the-wall notions.
Last fall, that site ran an article, “U.S. Troops In Homeland ‘Crowd Control’ Patrols From October 1st,” which claimed that “U.S. troops returning from duty in Iraq will be carrying out homeland patrols in America from October 1st in complete violation of Posse Comitatus for the purposes of helping with ‘civil unrest and crowd control’ – which could include dealing with unruly Americans after a complete economic collapse. ”

Criminals beware: Allegheny County is planning to keep an electronic eye out for you.
County Emergency Services Chief Bob Full said Friday that $750,000 in a pending federal appropriations bill would help pay for as many as 40 remote-controlled cameras to watch for crimes and monitor emergencies.
"We want to keep (criminals) guessing, but we want them to also know that we are watching them in critical areas," he said.
Cameras could be moved as needed and would be monitored and controlled from the department's Point Breeze headquarters, Full said. Images could be relayed to police officers responding to an incident and shown on their in-car computers, he said.
The planned system will include 64 cameras the county already has, as well as 64 sensors that sniff the air for traces of chemicals and radioactive materials.
The closed-circuit wireless surveillance network could include microphones that detect the sound of a gunshot and alert dispatchers, said Sen. Arlen Specter. He said images caught by cameras would be an aid in prosecuting crimes.
"A picture is worth a thousand lawyers," Specter said.
In all, the Senate Appropriations Committee has approved more than $2 million for police surveillance in Pennsylvania. Besides the county money, the funding bill includes $250,000 to put 53 cameras in Pittsburgh, and similar projects for cameras in Allentown, Williamsport and York.
The bill must pass the full Senate and be signed into law before any money is available. The county has budgeted $250,000 for the project, Full said, and he is seeking additional money to expand the system's capabilities.
Philadelphia is building a $10 million surveillance network with 250 cameras that the city hopes to have operating by the end of the year.
A 2006 pilot project there led to a 13 percent reduction in crime overall in the areas under surveillance, according to a Temple University study.
The cameras work best when everyone knows they are being watched, said the study's author, Jerry Ratcliffe.
"If you make (criminals) move to another location, it's often a worse location for committing crime, so that's a good thing," Ratcliffe said.
Full said the planned surveillance system, to be built by August Systems of Morgantown, W.Va., eventually could include security cameras owned by universities, PennDOT and private companies.
"It is scalable, and it can grow. And this is what we need to do in the future: We need to use technology as our best defense," Full said.
.. A new report by the U.S. Army War College talks about the possibility of Pentagon resources and troops being used should the economic crisis lead to civil unrest, such as protests against businesses and government or runs on beleaguered banks.
“Widespread civil violence inside the United States would force the defense establishment to reorient priorities in extremis to defend basic domestic order and human security,” said the War College report.
The study says economic collapse, terrorism and loss of legal order are among possible domestic shocks that might require military action within the U.S.
International Monetary Fund Managing Director Dominique Strauss-Kahn warned Wednesday of economy-related riots and unrest in various global markets if the financial crisis is not addressed and lower-income households are hurt by credit constraints and rising unemployment.
U.S. Sen. James Inhofe, R-Okla., and U.S. Rep. Brad Sherman, D-Calif., both said U.S. Treasury Secretary Henry Paulson brought up a worst-case scenario as he pushed for the Wall Street bailout in September. Paulson, former Goldman Sachs CEO, said that might even require a declaration of martial law, the two noted.
State and local police in Arizona say they have broad plans to deal with social unrest, including trouble resulting from economic distress.
The security and police agencies declined to give specifics, but said they would employ existing and generalized emergency responses to civil unrest that arises for any reason.
“The Phoenix Police Department is not expecting any civil unrest at this time, but we always train to prepare for any civil unrest issue.
We have a Tactical Response Unit that trains continually and has deployed on many occasions for any potential civil unrest issue,” said Phoenix Police spokesman Andy Hill.
“We have well established plans in place for such civil unrest,” said Scottsdale Police spokesman Mark Clark.
Clark, Hill and other local police officials said the region did plenty of planning and emergency management training for the Super Bowl in February in Glendale.
“We’re prepared,” said Maricopa County Sheriff Deputy Chief Dave Trombi citing his office’s past dealings with immigration marches and major events.
Super Bowl security efforts included personnel and resources from the U.S. Department of Homeland Security and U.S. military’s Northern Command, which coordinated with Arizona officials. The Northern Command was created after 9/11 to have troops and Defense Department resources ready to respond to security problems, terrorism and natural disasters.
Northern Command spokesman Michael Kucharek and Arizona Army National Guard Major. Paul Aguirre said they are not aware of any new planning for domestic situations related to the economy.
Nick Dranias, director of constitutional government at the libertarian Goldwater Institute, said a declaration of marital law would be an extraordinary event and give military control over civilian authorities and institutions. Dranias said the Posse Comitatus Act restricts the U.S. military’s role in domestic law enforcement. But he points to a 1994 U.S. Defense Department Directive (DODD 3025) he says allows military commanders to take emergency actions in domestic situations to save lives, prevent suffering or mitigate great property damage.
Dranias said such an emergency declaration could worsen the economic situation and doubts extreme measures will been taken. “I don’t think it’s likely. But it’s not impossible,” he said.

Consumer spending is down, foreclosures are up and a host of businesses are laying off workers and struggling with tight credit and the troubled housing and financial markets. The U.S. Federal Reserve Bank and U.S. Treasury Department have pumped more than $8. 5 trillion into the economy via equity purchases of bank stocks, liquidity infusions, Wall Street and bank bailouts and taxpayer rebates. U.S. automakers are seeking more than $14 billion in federal loans with fears they could fall into bankruptcy without a bailout. The U.S. housing and subprime lending-induced recession also has hit economies in Europe, Japan and China.
Gov. Janet Napolitano’s office declined comment on emergency planning and possible civil unrest. Napolitano is president-elect Barack Obama’s pick for secretary of Homeland Security, an agency that oversees airport security, disaster response, border security, customs and anti-terrorism efforts.
As governor, Napolitano sent National Guard troops to Palo Verde Nuclear Generating Station in 2003 in response to terrorism threats.
Glendale Police spokesman Jim Toomey said the West Valley suburb developed new emergency plans with the approach of Y2K computer changeovers leading up to the year 2000 and police have updated those plans several times including after 9/11. Toomey said strategies to deal with public unrest usually involve deploying personnel and equipment to deal with specific incidents while still providing usual services.

3. in which they agreed to take economic steps which are really devastating to the nations involved

It was a productive start to the week for US Homeland Security Secretary Janet Napolitano and German Research Minister Annette Schavan. The two women met at 7:15 a.m. on Monday for breakfast at a five-star hotel in Berlin to discuss one of the most explosive issues in the era of international terrorism: How can the population and infrastructure be protected against catastrophic attacks without Western democracies being turned into Orwellian regimes?

After breakfast, Napolitano and Schavan signed a treaty on scientific and technological cooperation in the field of civil security -- the first agreement between Germany and the new US administration. "This is an important contribution to the strengthening of trans-Atlantic cooperation with the new US government," Schavan said ahead of the meeting. "Homeland security is not about walling ourselves off from other countries, it is about cooperating with our allies," Napolitano said Monday, according to the Associated Press. Schavan said that Germany and the US wanted to exploit technology to find "innovative solutions" that guarantee a "good balance of security and freedoms."
The mere fact that Napolitano and Schavan were meeting to talk about using technology to fight terrorism was unusual: Until now, the Americans have kept their efforts to develop new security technologies secret. The research offensive began after the terrorist attacks of Sept. 11, 2001 and has been fuelled with huge sums of money ever since. Universities, companies and secret laboratories are carrying out research into highly sensitive surveillance cameras, bomb detectors, biometric analysis software and vaccines against biological weapons, among other things. Until now, neither the general public nor the governments of the US's Western allies have learned much about the contents of that research. But that should now change with the new treaty, at least in selected areas. Admittedly the joint research program will start on a small scale, compared to the billions that the US research initiative devours: Between €10 million and €20 million will be made available for four major projects until 2012. The symbolic value of the treaty is much greater, however. Although the preparatory work for the agreement was begun under the previous US administration of George W. Bush, President Barack Obama, in contrast to his predecessor, personally supports a new beginning in science policy and greater openness with American allies. Germany is certainly in a position to offer the US something in return. As German research minister, Schavan has massively promoted the issue of civil security and initiated a large-scale research program. Around €123 million has been allocated to research between 2007 and 2011 into, for example, improved detection of so-called "dirty" nuclear bombs, developing emergency plans for large events and researching new scanning technologies. German and American scientists will jointly tackle similar issues in the future. The 31-page treaty, which SPIEGEL ONLINE has seen, lays down the basis for co-operation in four main areas:
Understanding, prevention and detection of threats to civil security
Forensic science
Protection of critical infrastructure and key resources
Crisis response, "consequence management" and damage control in the event of serious incidents.
According to the treaty, particular emphasis will be placed on "the development of solutions which increase the security of individuals without restricting their freedom." Conversely, this means that solutions which do in fact limit civil liberties could also be developed, even if they are not the main focus of research efforts.

Schavan recently experienced just how sensitive the general public is on the issue of security research when there was an outraged reaction to plans for controversial airport body scanners, which produce images effectively showing the naked bodies of passengers. Schavan stressed that it was not only engineers who had the say in German research programs -- academics from the humanities and social sciences have been given the task of recognizing possible threats to civil liberties, such as the use of biometric analysis, and weighing up those risks against the potential benefits of the technology. Until now, the Americans have not shown so much consideration for civil liberties. Hence it is even more surprising just how far-reaching the objectives of the new German-American agreement are. The accord envisions exchanges of staff and technologies and the development of common standards and priorities. German researchers will get access to the top-secret laboratories where the Americans test their latest anti-terrorism technologies, and vice versa. Such openness would have previously been unimaginable. The openness does have its limits, however: On page 23 of the treaty, it states that both sides can prevent the publication of research findings.
But first some research actually has to be carried out. Already at the Monday breakfast meeting, Schavan presented her American partner with a proposal for an issue she would like to see investigated. The US Congress has mandated that, as of 2012, each shipping container that comes to America from the EU must be checked for dirty bombs and other terrorist threats. On behalf of the German government, Schavan argued at Monday's meeting that such a comprehensive check could harm trade and would be hugely expensive. Schavan believes that alternatives to 100-percent screening should be sought within the new framework of joint security research. One proposal is to classify containers into risk-based classes depending on their origin and content and give them more or less intensive inspections accordingly. Schavan is hoping that Napolitano will be more ready to discuss this issue than the representatives of the Bush administration were. Schavan points out that Napolitano has questioned the 2012 deadline for the start of the inspection program and is concerned about the economic viability of the checks. Nonetheless, Schavan is unlikely to push for her position too forcefully. After all, she does not want to subject the new German-American openness to a critical test right at the outset. The US Department of Homeland Security told SPIEGEL ONLINE on Monday evening that it had been striving for some time to promote international cooperation in the field of security research. A similar agreement has been in place with Canada since 2004 and cooperation treaties were also signed with Israel and France in 2008. The department confirmed that the treaty creates a legal framework for cooperation in both classified and unclassified projects. The first planned project is a joint workshop with experts in the field of visual analytics, to be held in Germany in June, spokeswoman Amy Kudwa said. However Kudwa said that clandestine laboratories whose existence is not known to the public do not exist in the US. "Expanding research collaboration with international partners, while keeping a steady emphasis on personal information privacy and data protection, is a point of high priority for Secretary Napolitano," Kudwa said. "The goal of the US-Germany agreement will be to enhance security without limiting freedoms."
Czech newspapers are questioning if the shocking discovery of vaccines contaminated with the deadly avian flu virus which were distributed to 18 countries by the American company Baxter were part of a conspiracy to provoke a pandemic.
The claim holds weight because, according to the very laboratory protocols that are routine for vaccine makers, mixing a live virus biological weapon with vaccine material by accident is virtually impossible.
“The company that released contaminated flu virus material from a plant in Austria confirmed Friday that the experimental product contained live H5N1 avian flu viruses,” reports the Canadian Press.
Baxter flu vaccines contaminated with H5N1 - otherwise known as the human form of avian flu, one of the most deadly biological weapons on earth with a 60% kill rate - were received by labs in the Czech Republic, Germany, and Slovenia.
Initially, Baxter attempted to stonewall questions by invoking “trade secrets” and refused to reveal how the vaccines were contaminated with H5N1. After increased pressure they then claimed that pure H5N1 batches were sent by accident. This was seemingly an attempt to quickly change the story and hide the fact that the accidental contamination of a vaccine with a deadly biological agent like avian flu is virtually impossible and the only way it could have happened was by wilful gross criminal negligence.

According to a compiled translation from Czech newspaper stories, the media over there is asking tough questions about whether the contamination was part of a deliberate attempt to start a pandemic.
“Was this just a criminal negligence or it was an attempt to provoke pandemia using vaccination against flu to spread the disease - as happened with the anti-B hepatitis vaccination with vaccines containing the HIV virus in US? - and then cash for the vaccines against H5N1 which Baxter develops? How could on Earth a virus as H5N1 come to the ordinary flu vaccines? Don’t they follow even basic precautions in the american pharma companies?” states the translation. The fact that Baxter mixed the deadly H5N1 virus with a mix of H3N2 seasonal flu viruses is the smoking gun. The H5N1 virus on its own has killed hundreds of people, but it is less airborne and more restricted in the ease with which it can spread. However, when combined with seasonal flu viruses, which as everyone knows are super-airborne and easily spread, the effect is a potent, super-airbone, super deadly biological weapon.
As the Canadian Press article explains, “While H5N1 doesn’t easily infect people, H3N2 viruses do. If someone exposed to a mixture of the two had been simultaneously infected with both strains, he or she could have served as an incubator for a hybrid virus able to transmit easily to and among people.”
There can be little doubt therefore that this was a deliberate attempt to weaponize the H5N1 virus to its most potent extreme and distribute it via conventional flu vaccines to the population who would then infect others to a devastating degree as the disease went airborne.
The Canadian Press article states, “That mixing process, called reassortment, is one of two ways pandemic viruses are created,” but then claims that there is no evidence that this is what Baxter were doing, despite there being no clear explanation as to why Baxter has samples of the live avian flu virus on its premises in the first place.
However, to reiterate, the key aspect of this story is that it is virtually impossible for live avian flu virus to find its way into a vaccine by “accident”.
As health expert Mike Adams points out, “The shocking answer is that this couldn’t have been an accident. Why? Because Baxter International adheres to something called BSL3 (Biosafety Level 3) - a set of laboratory safety protocols that prevent the cross-contamination of materials.”
As explained on Wikipedia (http://en.wikipedia.org/wiki/Biosaf…): “Laboratory personnel have specific training in handling pathogenic and potentially lethal agents, and are supervised by competent scientists who are experienced in working with these agents. This is considered a neutral or warm zone. All procedures involving the manipulation of infectious materials are conducted within biological safety cabinets or other physical containment devices, or by personnel wearing appropriate personal protective clothing and equipment. The laboratory has special engineering and design features.”
Under the BSL3 code of conduct, it is impossible for live avian flu viruses to contaminate production vaccine materials that are shipped out to vendors around the world. This leaves only two possibilities that explain these events: Possibility #1: Baxter isn’t following BSL3 safety guidelines or is so sloppy in following them that it can make monumental mistakes that threaten the safety of the entire human race. And if that’s the case, then why are we injecting our children with vaccines made from Baxter’s materials? Possibility #2: A rogue employee (or an evil plot from the top management) is present at Baxter, whereby live avian flu viruses were intentionally placed into the vaccine materials in the hope that such materials might be injected into humans and set off a global bird flu pandemic.
Spreading bird flu would create an instantaneous surge of demand for bird flu vaccines. The profits that vaccine companies such as Baxter International could reap out of such a panic are astronomical.
In addition, as we have previously reported, those that have a stake in the Tamiflu vaccine include top globalists and BIlderberg members like George Shultz, Lodewijk J.R. de Vink and former Secretary of Defense Donald Rumsfeld.
Authorities in both Europe and the U.S. have openly detailed plans for martial law, quarantine and internment should a bird flu pandemic occur.
The other motivation, as we have exhaustively documented on this website for years, is the fact that elites throughout history have openly stated that they want to see a world population reduction of around 80 per cent. Shocking stories like this take the plausibility of that narrative out of the realms of conspiracy theory and into the dangerous reality of conspiracy fact.
“Baxter is acting a whole lot like a biological terrorism organization these days, sending deadly viral samples around the world. If you mail an envelope full of anthrax to your Senator, you get arrested as a terrorist. So why is Baxter — which mailed samples of a far more deadly viral strain to labs around the world — getting away with saying, essentially, “Oops?”, Adams concludes.
This is not the first time that vaccine companies have been caught distributing vaccines contaminated with deadly viruses.
In 2006 it was revealed that Bayer Corporation had discovered that their injection drug, which was used by hemophiliacs, was contaminated with the HIV virus. Internal documents prove that after they positively knew that the drug was contaminated, they took it off the U.S. market only to dump it on the European, Asian and Latin American markets, knowingly exposing thousands, most of them children, to the live HIV virus. Government officials in France went to prison for allowing the drug to be distributed. The documents show that the FDA colluded with Bayer to cover-up the scandal and allowed the deadly drug to be distributed globally. No Bayer executives ever faced arrest or prosecution in the United States.
